HLDS Hiccups
I re-installed Windows Server 2003 not too long back on my VDS, and I put a clean install of HLDS on it. I am getting this "hiccup" every 30 seconds even if just spectating other players. I'm not the only one with this problem on my server, as everyone that's connected experiences it at the same time, which is worrying, because I never had this problem before, nor do I know how to diagnose it, as my CPU/RAM does not spike at all with this process.
Any ideas would be appreciated!

There was a cap of 12 clients on the server.
It's a fresh installation of HLDS, and afaik, everything is default. I'm not too technical, but I can supply you with configs or what not.

Have you tried disabling any addon mods/plugins? Sometimes plugins, stats, mods, etc, can cause sudden spikes.

If you don't mind opening a support request, I can also check your routing on this and run some tests on the server.
