.htaccess is used for many different things. What are you looking to do with it?

Alright I put it in the main directory, but it disappears immediately. I tried 2 FTP programs so I'm not sure why it is doing this.

Oh, never-mind I found the issue, the programs were hiding the .htaccess file.
For Filezilla, just go to Server-> Force Showing Hidden Files.
That worked for me :D
