Vps single core problem?

So i got a single core set up trying to get by with a one core setup, my problem that im am running into is, that i am running a pub and a scrim server. When there are people on both serve like 10 each the server build lag. would that mean the single core server can handle the the game servers?

That could mean that you are running into your CPU or memory limitations, yes. What sort of CPU and memory usage does each server have?
