Is this server running off a new network now? It seems to ping lower and more stable.

What time period are you comparing it to? Yesterday, last month..?

Hmm, well probably a couple weeks but I do notice that the location name has changed on HLSW.

yes, the server got moved to level3 NHi network, generally 2 hops more than pure level3.

overall, lower pings and stable for the majority of people.
