I have the server running anywhere from 20-40 people games on Arma 2. Previously I had a 2 core VDS that had the CPU running at 80% with under Arma 2's hammer. I upgraded to a 3 core and now it doesn't get over 50%. It hovers around it.
In-game we still see lag stutters and skipping troops, I know it is most likely settings with the basic config files, but I'm not sure how to vary them from the default Kelly's Heros setup that came setup for the server.

When you start to see the lag can you confirm that the CPU usage doesn't spike up?
Also is their enough free ram? Or enough available to handle a decent spike?

ArmA 2 is pretty piggy on resources and has a million poorly documented performance options that can be set on its command-line and configuration files.
If you didn't see an improvement from adding a core, it sounds like you are having a problem with the server not threading very well. Have you tried different -cpuCount=X options on the server command line? Are you manually setting affinity, or letting the OS do it?

There is no CPU spike while gaming. It doesnt go over 50% on the 3 core.
I have not manually changed anything except toying with some of the basic config files.
I will try the -cpuCount and let you know how it goes.

The "Managed panel" section of the control panel has an area where you can modify the server's command line.
