Is this for an unmanaged or managed VDS? You should have full access on an unmanaged VDS if you have it configured correctly, but a managed VDS would not allow it.

On an unmanaged server, you are welcome to install and run phpmyadmin. The screenshot that you posted indicates that your webserver might be misconfigured.
