Do you charge for a location change for my css server,from new york to denver?
If so how does it work ?

If the location is all you are changing, you will never be charged for that. Pure location changes are never charged anything, with the one exception of Premium Seattle since that location costs more than the others.

If you are moving a regular game server, voice server, or unmanaged VDS to a new location, all of your files will be retained. Only your IP(s) will change.
