BF3 and PBBans Streaming Question

I have our servers up and streaming but have one question. When i tried to upload the pbsvuser.cfg via file manager in the CP would not let me. I got this message

For security reasons, DICE does not yet allow you to edit files outside of Admin, Logs, and pb. Please change other settings through your Easy setup page or resubmit with a filename inside one of these folders.

Never had this problem with BC2

I am assuming this is a ranked server?

At the top make sure you enter it like this, Save file as: pb/pbsvuser.cfg
