What range of ports are normally available to use?
I have been only able to find 1 so far and having issues with it.

We do not block any ports by default. The only port we block is port 25 for mail servers for the first two weeks to prevent misuse.

I am aware you don't block ports.
I tried using http://canyouseeme.org/ and scan many ports and get messages like:
Error: I could not see your service on 74.201.57.240 on port (40000)
Reason: Connection refused

Are you running any type of Firewall or something that could be blocking that port? Also have you tried setting something up at that port to see if it works?
EDIT:
I also used this tool and attempted to scan ports, which I know that are open on my network and it gave me the same error. I am thinking that it may not work properly.

It's a complete new install that John just did earlier.
Might be wrong. I was able to use port 48110 on windows 2003
and we changed to windows 2008 and now having issues.

Tools like that often just scan to see if trffic is going through the port, so unused port will return that error in the tool.
Are you seeing any errors in your application that may explain more, such as a possible configuration error?

Not sure what was happening.
I had Procon setup on the server and running for the past couple hours, but remotely couldn't connect.
Checked 10 mins ago and it mysteriously connected.

If it's fresh install, windows firewall would most likely be blocking it. By default it has 3389 open for RDP and a few others, but that would most likely be the reason. I've always disabled firewall myself, but that's just my personal opinion.
