How many slots for conquest small?

Seems we found an issue running conquest small.
Running Noshahr Canal, it only allows 24 players in the server though the battlelog shows 24/32 slots.

I thought conquest small was supposed to be 64 slots.

ConquestSmall0 is supposed to be 32 players. ConquestLarge0 is 64 players.

Our server blocks everyone after 24 players.
Will have to look into it.

After 24 slots, what are players seeing when they try to join? Is there any specific message?

Saying server is full at 24 even though it's a 32 slot.
Not sure what it was, but it's fine now, but it was like that most of the day.
