Shield fix from steam?

I was reading there was a server side fix for the shield exploit...it says it has to be installed on the server and then you must restart it. Is this done? Or do i need to restart it?

The Counter-Strike 1.6 update that was mentioned yesterday is now live on Steam. This update is primarily for dedicated servers and does not yet include the updated de_cbble. It will require a server restart, and will take effect when you run the stand-alone (HLDS) update tool.

A much needed patch. If this fixes the shield problems in Counter-Strike we can get a better sense of how this new addition to the CT arsenal fits into play.

Small server updates should always occur the following morning for us. We've known about this one since early evening and I sent out an email about it a little while ago.
