Well at this time, I can confirm the R10 idle time working. I have it set to zero and am not being kicked form my ranked server for idling. Hopefully the crash problem is actually fixed too.
Now if I didn't have to be there frozen in place waiting for players to join...
globel, unfortunately the only two issues addressed in R10 are the idle time and that single crash glitch. We'll have to keep pushing for the other changes!

two basic fixes for a server release... DICE is really in slow motion.
RadicalMode, they came out with this 24 hours after R9, which is pretty decent. The crash fix actually addresses most of the crashes that we've been seeing, so this was a big change, overall.
I don't think the auto capacity function works with R10. No matter what maxplayers I set it always shows on battlelog as a 32 person server, even though it may only be set to 4.
Our 64 player server is running R10 and it was full for 6 hours then seems to have crashed. I'm currently out of town so I wasn't around to know exactly what happened so I'll ask some of my clan mates what happened to verify if it was another crash or not. Refer to my sig to see the crash...

Works on our server. Have it set from 8 to 64 and is sitting at 8 while seeding.
Does it work through the rcon tool on the "Server control" page of your control panel? That tool definitely would send the command to BF3, but I don't know if Procon would.
I just tested it on a server here and it did work.
The "Easy setup" page also runs this command every time it's submitted. If the server chokes on the command, you'll see an error on the response page.

It does appear to have worked through the Server Control page. It was added to the Startup.txt as well.
