Does phpMyAdmin need to be installed in the same place as our forums:
IE: public_html/phpmyadmin and public_html/forums

No, it only has to be installed in one place.
Plus I wouldn't suggest installing phpmyadmin inside public_html for security reasons.
Keep it in the root folder (it's the root folder that contains public_html)

Actually since you are on a shared host I am not 100% sure if you have full root access.
Make sure you make a good password and a username that you usually don't use for any other logins if you end up placing it inside public_html.

Take a look at tbgclan.com. It seems like it's either not fully propogated, or that there are files missing? Not sure how to troubleshoot this.

Right now, I see that tbgclan.com is showing the text of the .php file and not actually executing it. This would indicate a problem with an .htaccess file you've uploaded changing the handler for PHP files.

Propagation takes usually up to 48 hours.
