Is there a location that people who have a un-managed VPS can load the game-files needed to run a server?

Not an automated way without an OS reinstall, but an unmanaged VDS allows game files to be downloaded directly to the system from a location available online or tools such as the HLDS update tool. The specifics vary from one game to the next, but the files should be available somewhere.

The easiest way to do it is usually to use the HLDSupdatetool that we included with the OS install (for Valve games and some 3rd party titles) or to download the game through a Steam client installed on the machine (for others that are available through that distribution system).
