The question is:

Do you have a .RES file for these wads so that users without them can download them off the server?

with the new steam delivery system, no you dont need them, the wad, sound and other files should be downloaded during the "resource" phase of connecting.

Actually, .res files are still needed sometimes. The server needs to know what external resources should be uploaded to the client somehow, and .res files provide that mechanism when faulty plugins/maps don't or can't.

Try adding a .res file for both maps. That is, in your maps folder, create these files:

de_vegas.res
as_tundra.res

In each .res file, put only one line.
