I am currently using xampp on my Windows 2003 Unmanaged Minecraft Server and I am currently having issues gettin apache to start and it isn't throwing me any errors that I can see.

I am very confused.

The place to start looking would be the Apache logfile. But, I also really don't recommend running XAMPP -- it is meant for development, not production use, and is insecure by default.

What would you recommend using?

If I can run a database w/o running a web server that would be useful. I am just not sure about how to go about doing it.

You could use WAMP or similar, but if you only need the database, it would be best to just install MySQL separately.
