Pain, we're not sure on this -- I haven't seen a public answer from Valve one way or the other yet.
From a technical standpoint, it shouldn't be too hard for us to add it to our existing rental infrastructure. The extra work comes from having to support a beta product that lacks features, has a significant amount of bugs, and is constantly changing. CS:GO is still deeply in the beta phase right now (servers don't even support >10 players yet!).

Well since the servers requires a beta key or account, how can they sell servers?
Scam a pile of keys or accounts?
Just didn't think it was right selling something in beta.

Once the server files are downloaded, they don't seem to be tied to the Steam username and password.
I and others have asked Valve for clarification on whether servers can be rented out during the beta response and Valve has not said that it is prohibited. We may start offering them here soon, due to demand.

The update method however requires the login still. But once you have the updated files you can still push them out manually. The recommended method of course is to throw the commands into a text file and execute steamcmd with it. Yes, any updates will also need to be distributed. But this is how we already do things
. Luckily it is able to be automated as you describe (also through the command-line, which is even easier).
