Ping Limit on Dedicated Servers

I am currently having an issue with my ping limit, which was set last night to 100 despite the fact that we host to a lot of European's that game with us, and this is now kicking them out pretty quickly. Does anyone know how to change, or fix this? I was told by a NFO tech that it was an pluggin or addon that was doing it, but I can't find any history or source of a new pluggin going on, or into effect. Help?
