I am currently running a 24 player TF2 server on a single core VDS running Windows 2003. The only plugins I'm running at the moment are Sourcemod and Ultimate Map Chooser. I am also not using VNC to connect to the server. When the server has 24 players the CPU usage is staying anywhere between 90% and 100% consistently. During this time people have noticed server studdering. These are the rate settings I'm using in my server.cfg
sv_minrate 100000
sv_maxrate 0
sv_minupdaterate 33
sv_maxupdaterate 67
sv_mincmdrate 33
sv_maxcmdrate 67
Is there something I'm doing wrong with my config? Do I need to upgrade to more cores or a faster processor? The current processor on my VDS is an L5640. Any help would be much appreciated.

It sounds like your server is just using a lot of CPU. If you really wanted to test you can disable all addons and get a base number but for the most part your server is just intensive.
If you are only running one server is there a reason you went with a VDS instead of a regular server here?

Trying to save money more than anything. One of our regular 24 slot TF2 servers is cheaper then a single core VDS and it comes with so much more, along with our performance guarantee;

This may be the way to go...Is it hard to change my current plan over to this? Would my config and plugins transfer or would they need to be manually setup again? The change itself is really simple, unfortunately the IP would change and you would lose all files.

One more question...my gaming community just left another provider who constantly put us on overloaded servers which was also part of the reason we went with a VDS. If I go with a shared game server is it important that I pay more for the higher CPU priority? I know you guys don't load your machines down, but I wanted to ask anyways.

We carefully load-balance our machines so that all servers perform maximally, and our performance guarantee applies to all of them. The high CPU priority option really isn't needed, IMO.

Just out of curiosity because I work as a system admin. Are you guys Windows game servers running 2003 R2 or 2008 R2?
