Hello

I'm wondering if it's normal for 2008 R2 to use 600-700MB of ram by itself.

If so, then 250MB is really what left with the 1gb ram VDS

No, Windows 2008 R2 will use only a few hundred megabytes or so when it's booted.

Make sure that you look at "Available" RAM and not "Free" RAM -- that's a common mistake. "Available" RAM includes the disk cache, which can be flushed out at any time and replaced with application data.
