If a user is afk, and kicked, do they get banned?

They should just get kicked but CSGO may have adopted the policy of other games and apply a five minute tempban, I would need to look more in to this for an exact answer.

It does, the default configs of a vote or afk kick create a 5 minute temp ban to prevent join spamming. (established after testing).
