Server ports closed

I'm currently trying to host a teamspeak and a game server for arma 2 operation arrowhead. On my last vps the ports were already opened. I went and tried to join my teamspeak server and it's not working due to port 9987 being closed. I did a port scan and found alot of ports closed. How would someone such go and open certain ports on my server. I have a dedicated full machine. Here are my current specs if that will help with this.


Number of CPUs: 1, with 4 total cores
Speed of CPUs: 3.40 ghz
Type of CPUs: Intel Xeon Quad-core
Amount of RAM: 16 GB
Standard hard drive size: 1000 GB
SSD hard drive size: 0 GB
OS: Win2k8 R2

If a remote scan shows that a port on your IP is closed, this means that you are not running a service on that port. When you run a web-facing service on a port, scans will call it open.
