My PHPBB installation went amazingly quickly!
When I got into the ACP of PHPBB I was quickly editing my forum.
Then I got to "User Registration."
I brought up a support ticket and they said to find a button regarding to denying registration if the user is under 13, but I couldn't find it. I still am pleased with their answer but I need to go deeper into it.
I need something that will require 2 emails to register. One, as the user/parent email and the second as a parent/guardian email. The user registers, and then the parent confirms the registration with a few notes about the forums. How/where would I find this type of resource that would let me do this?
Or, is there a setting in PHPBB that can do this?

I haven't experimented with this myself, but it would likely require a plugin/modification to phpBB. The phpBB forums would be a good place to ask for assistance with this specific concern.
