Setting up a CSGO Jailbreak server, need lots of help

I'm not sure if this is the place to post this, but here goes. My friends and I have recently been fed up
with some current servers having very crappy admins, and in the case of Jailbreak, crappy CTs who have admin. The solution to this is creating our own server, with our own rules. The problem is, none of us have much experience in the way of server formatting.

I come to you, NFO forums. If possible, I was hoping I could get some help and maybe a newbies guide to creating our own jailbreak server. We are committed to learning, and have already purchased our server. Any help is greatly appreciated.

Alright, so we have the server to around 90% completion. We are just ironing out some details. We have some minor problems that could use some help, though:

We need some help keeping our teambalance to a 2:1 ratio, is there any way to do this?

We need to set our timelimit per round to something higher, around 10-15 minutes, how can we do this?
