Can't Use Websync on Control Panel (CS:GO Server)

This is regarding an account that has access to the control panel for the server but is not the main account paying for it. I was attempting to add a couple custom maps this morning and even though I have access to the Websync tab I only see the paragraph stating how to set it up while the guy paying for the server actually has the options to sync files and whatever else should be there.

He has tried re-adding the permissions already but that hasn't helped. Are we missing something obvious here or are the Websync options only available to the main account?

The primary needs to add you as a secondary on the web hosting too.
