CS server up to date but it says out of date

The cs servers say need update but when i update it, It says its up to date.
I verified all.

Where is it saying that it needs an update? Is this a CS 1.6 server? What command are you running?

they are cs:s servers in the server window it says server out of date. please update and restart.
i run hldsupdatetool. says its up to date

Are you certain that the hldsupdatetool was running on the correct folder and that the -verify_all option was being recognized?

What do you see when you type "version" in the server console?

That is indeed an old version. The correct current version is:

You might try wiping the folder completely and re-downloading it.

i just tried doing that.i tried updating to a blank folder, and Hldsupdatetool still said up to date. so the problem is the tool. but i don't know what to do now
