What OS are you running? Are you trying to set up an *AMP stack, or something else?

For game servers, I recommend starting with Win2k8 R2 instead of Win2k3. You should see better performance with Win2k8 R2 in many respects.

Most clients who use Windows choose to install a WAMP stack, either by installing the components individually (Apache, MySQL, and PHP all have easy-to-install Windows versions) or using a preconfigured package such as WAMPServer or XAMPP. If you go with a preconfigured package, make sure that it's locked down properly afterward, though -- most are designed with development in mind and use simple default passwords for included utilities like phpMyAdmin.

You could also use IIS in place of Apache. Since the version of IIS is tied to the version of Windows, using the latest version of Windows is advantageous in its case.
