Doesn't have to be a GSP, can be any dedi reseller.

Looking for network quality as a priority, hardware is generally all the same once you get into latest hardware.

Any InterNAP-like EU companies?

I do know a few good ones,as i am based in the uk,i hope one day nfo starts business for EU countries,as of now i use a EU host for one of my swedesh and uk servers and nfo as U.S servers.

It's something we've talked about a few times, but there's a lot of logistical work involved with opening up a new data center, especially overseas, so it's still just an idea at the moment.
