For a 66 tick server those should be fine. What are your min and max rates?

For 66 tickrate CS Source Server I use
sv_minupdaterate 20
sv_maxupdaterate 66
sv_mincmdrate 30
sv_maxcmdrate 66
sv_minrate 100000
sv_maxrate 0
I have played around with rates for years and have found leaving the min updaterate and cmdrate at default it allows the player to choose if they want to increase it.
I do like forcing a higher sv_minrate to eliminate the chances of choke

The is exactly the idea of a high sv_minrate and why we use it by default here. Other than that, your rates look good.

Large servers will also benefit from a high net_splitpacket_maxrate value. We use 175000 for our 60 slot CS:S server, anything around 100k would be fine for a ~30 slot server. If you do feel the need to raise it, put it in a separate cfg, as NFO will overwrite it if you change it to anything over 100k.
net_maxcleartime .01 has also helped us reduce choke on our large server.
NFO makes some changes to your server cfg, if you feel your server is under-performing with a lot of players, try changing
sv_parallel_sendsnapshot to 1, nfo sets it to 0. Changing this value doubled our server fps at 50+ players.
