HELP WITH MY VPS JUST 40 ~ 100 FPS

Hi, im running just 5 Gameservers in a VPS:

Eight Cores:
Eight full, dedicated HT CPU cores (Nehalem or better)
8192 MB of RAM
800 GB of RAID-protected storage
8000 GB of InterNAP bandwidth transfer

Win server 2008 R2

I run first srcdsfpsboost and I follow All these instructions:

But, when I run 3 gameservers the FPS in all servers are between 40 ~ 100 FPS and ping of all players over 300.

I have:
sys_ticrate 10000
fps_max 1000

and dont works, I have 2 days trying to solve it, but I cant

What type of servers are these?

Are you testing without plugins? Is the FPS this low even without players in them?
