Our VPS is running Windows 2012. We are running srcdsfpsboost.exe. We have HPET enabled on the server. When I run CS in console, at top of the console, it displays a max of 500 fps.
I can load the exact same config (copied the files from one server to another) onto a 32-bit Windows 2003, running in a Virtual-PC on my workstation, with nothing to help the timers at all, and when I run it in a console window at the top it runs right around 1000 fps.
(Both of these are done with no players connected.)
What could I be doing wrong? Any suggestion as to why it would be showing a lower FPS when running on the VPS?
I wouldn't necessarily put a lot of stock in that displayed number, but players have been complaining about lag and really poor reg.
Any suggestion would be greatly appreciated.

Make sure that HPET is enabled on the Windows 2012 server. Make sure that sys_ticrate is set to 0.
With either 500 or 1000, your players' complaints would not be related to the realized FPS, if it's not dipping significantly.

confirmed that HPET is enabled. Set sys_ticrate to 0.
No change. Still shows max of 500.
When I said I was seeing 500 or 1000, that was when the server is idle. With 28-32 players we're seeing it drop as low as 100.

That suggests a possible CPU usage problem. Have you checked your CPU usage levels at the times when FPS is dropping that low?

It may very well be an OS related issue. I haven't seen much testing done on 2012 yet, and 2008 R2 is still what we recommend. Is there a specific reason or need that you decided to go with 2012 for your OS?

No specific reason. Personally, I hate it. We have it because it's what Boris set up. That's the only answer I have.

Just as an FYI follow-up - I just purchased a new VPS. Loaded with win 2008. Copied the same config onto it.
With no srcdsfpsboost running or anything, the exact same config runs at 1000 fps.
Also, interestingly, an empty server is running far less CPU utilization than it does on windows 2012. I'm thinking something about 2012 is not agreeing with CS 1.6.
Going to have to schedule an OS change on my other VPS's.

I haven't tested Windows 2012 much myself, so that's good to know. I prefer 2008 R2 to any other Windows OS.
(Make sure you're not accidentally installing Windows 2008 instead of Windows 2008 R2. Regular 2008 is essentially Vista, and 2008 R2 is essentially Windows 7.)
