Local server
If someone has 15ms to a local server (same city), is it possible to lower it?

15ms is very good and with it being that low I wouldn't expect much if anything could be done. Personally I see 17ms to local servers.
Has the user seen an increase in ping or is 15 his normal ping?

The latency from DSL/cable equipment and intra-city ISP connections is usually 6-20ms. I would not expect for you to improve a client's latency beyond this without a fiber connection of some sort and a very direct connection.

I sometimes see players with 8ms on a local server? Players like to see their ping low for some reason, but you guys know more about networks so anything at 15ms is best, while anything 30 or below is still optimal?
So players far away from the server have latency to get there plus addtional latency from their ISP?

Even 30 is really good. In my personal opinion anything below 100 is fine. The difference in ping can vary based on many factors and as John mentioned the average would be 6-20ms.

Don't mean to ask so many questions, but why are there so many locations mostly marketing?

Latency is important for smooth gameplay on game servers, fast downloads from webservers, quick responses in voice servers, and so on. The distance from a server sets a floor on the latency, because light only travels so fast. Having many locations allows our clients to choose the closest one to their players and keep latencies to a minimum.
