We don't have much to go on here as far as the service you have and what happened. Is this an unmanaged VDS? Have you already tried rebooting it? Have you tried logging in through the VNC console and checking its firewall settings?

If you have a Windows server and haven't restarted the server for a long time, Windows can take a very long time to restart. We have seen our server take anywhere from 15-30 mins to shutdown and restart. Might want to try again now if it's been a while.

You should try logging in with the VNC panel. If the system has not fully initialized, you may see what is going on with the VNC panel, long before you will be able to with the RDP.
