Is there a variable or command to unlock all weapons and other unlockables on my unranked server?

This variable will unlock all attachments
g_mpUnlockAllAttachments

The documentation doesn't seem list any specific command to do exactly what you want but using a custom variant will make your server unranked which may unlock everything be default.
