Does anyone know... am I permitted to compile my own linux kernel?.. and if so.. am I ok to modify its timing (i.e. disabling NO_HZ) with out breaking xen or causing other serious issues?...

Yes, you can compile your own kernel, and you can remove NO_HZ or change other kernel features as desired without breaking Xen. The main thing to look at is that you include the PV-on-HVM features and other virtualization features, for performance reasons.
