I am not sure I am understanding the problem. That video showed general spikes in CPU usage which IMO are fairly common and normal.
Normally this is caused by background task such as Windows services and generic OS operations.

The first maybe 2 hours it doesn't look like this.
Only small Peaks at a few percentage usage, but then this starts, and 20% can't be normal for doing nothing.
The video also shows processes after a Little while if that helps identify the "problem".
Checking my personal computer and my VDS here, i'd say what you are seeing is normal and not something be be concerned about. If you wanted to you could go through the Windows services and turn off any un-needed ones and go through any programs which may be running in the background.

What you're seeing is not normal for a smoothly-running server and likely means that someone is trying to guess your login/password through remote desktop. If you show all processes in the Task Manager, you might see a process like winlogin.exe being created and destroyed frequently, if that's the case.
I recommend running RDP on a different port than the default, and/or firewalling it off so that only admins can access it (it's easy to do this through the Firewall page for the VDS). Was getting "attacked"...
The Video shows the processes after 25 sec, and the "login" keeps popping up..
Changed the rdp port and all is fine again..
