Queue possibly misbehaving

For some reason our server won't let more than 24 people in even though it's set for 64. Here is an image of what's going on

One of our servers has been doing this as well. It's also from a different GSP. I'm not sure it's preventing new players form joining though. Have you verified that ? Because people can still join the server this is happening on for us. It's just sort of a 'ghost' person sitting in the queue, it also seems to clear shortly after a new round begins.

Are you 100% no one can join ?

It looks like they can still join. It was just weird because it never went over 24 players for a good 2 hours. I guess it was just a coincidence.
