Easy-rsa is extremely picky and relatively buggy, so be prepared to do this step a few times..
Open a new command prompt window and navigate to the directory again. Send "init-config" then "vars" and "clean-all". Then start building the certificates.

Your host files indicates that it cannot load the server certificate files. After you created them did you move them into the openvpn directory and link them in the server config?
The same would apply for the client.
