Gametype? Slot count? Tickrate? Hardware? Player count? Free/used Resources?

I have the 12 core Xeon package with 12GB, 64 users, I have no tickrate set, but the server starts doing this after 25-30 users join.
Re: VDS and SRCDS - 10 - 17 FPS Drops?
What does CPU usage look at for that specific process after 25 players join? Is it maxing out a core?
@Kraze^NFo> Juski has a very valid point
@Juski> Got my new signature, thanks!
@Kraze^NFo> Out of context!
@Juski> Doesn't matter!
@Juski> You said I had a valid point! You can't take it back now! It's out there!

Gametype? Lag with ~30 players is expected at 66 tick for something like RP on a VDS.

It isn't maxing out any cores, network or memory, What should I set tickrate too?
Re: VDS and SRCDS - 10 - 17 FPS Drops?
33 or less, we use 22 on our managed dedi.
Also, please answer which hardware you are on. For large srcds servers you need to be on a 2690 or better.
The way windows bounces threads around might not seem like it is maxing out a core, in the processes list what percent is the process using?

My experience is with 2008R2, so if the new OS is influencing performance, I won't be able to help you there.
Did you change tickrate? How is the performance now?

First thing you need to do is set your tick to 33 and then optimize any code you have on your server.
