It appears that 65.55.42.183 was blocked on our end because it was used in an attack against a customer here at some point (MS has historically had a lot of compromised machines on its network).
I've removed that block -- can you give it another try?
If there is another IP address that might need to be unblocked, please let me know.
Also, if this was all the VDS was meant to be used for, please open a support request and ask for a credit for the days that you were unable to reach Microsoft.

can you unblock ALL of the microsoft IP's?
they are not a problem anymore, AS I believe they are all patched
