Garry's Mod| TTT | ULX not functioning

So I created a new server and had ULX as an addon selected in the control panel and it won't work on the server. I cannot bring it up in the in-game console either.

does it say command not recognized, or you do not have permission?

I have permission in the rcon; it doesn't recognize 'ulx' as a command in the console.
