How to set up fastDL with websync?

I was getting support with a mod I got from CodeHire. He told me my fastDL shouldn't be setup with workshop. But I don't know how to set it up. I looked through a few other threads but no luck. I added

sv_downloadurl "http://(my name).site.nfoservers.com/server"
sv_allowupload 0
sv_allowdownload 0

Don't worry, (my name) is not in the actual server.cfg file.
Am I doing it right?

Are you using a regular game server, with webhosting? If you are, simply press the "Sync files" button on the Websync tab of your control panel and it will copy the files for you, and take care of the server.cfg file settings. It says that it downloads when entering the server. But it doesn't apply. It's a png file that is put onto the scoreboard. But it doesn't go onto the scoreboard. It just downloads. Nothing else.
