banning problem

hi i keep trying to unbann my friend but when i goin to the ftp and erase all that is in banned.cfg and restart it keeps reverting to the old one. what is wrong :?:

try turning the server off.. then delete the file.. then restart your server.. I know of a few other files that you need to do it with.
