There is going to be hundreds of sites which offers these. They'll also be thousands of different templates, some for standard HTML based sites, others for Wordpress or an type of CMS. Your best bet is to do a specific Google for search for what you need. Something like "Gaming templates for Wordpress" should be helpful.

What are you trying to accomplish with your website? Decide what you want to do, then look for something to meet your needs. The product you should use depends on what your website needs.

Some good free forums. Check them out, they are pretty easy to install and setup. You can google search for themes once you decide what CMS you wish to use.

Wordpress is good and free if you just wish to blog.

I would like to add Joomla to the list as well.

If you are really green, then I would recommend Mybb, as it is the easiest to work with. The back-end is as easy as it gets, but they just recently released the new version which would be 1.8. Some of the old mods might not work with it, but it's still pretty decent to choose from.
