you are getting that error because you are trying to open the file via IE's FTP.

you need to copy paste that file onto your desktop to edit it, or just use our file manager system in control panel, http://control.nuclearfallout.net

go to addons/adminmod/config/users.ini, EDIT and click on the submit button.

you had the line like Steam_0:XXXX:131071

thats not the full STEAMID, should be in the format STEAM_0:X:XXXX

STEAM has to be fullly capitalized and there needs to be two semicolons.

I fixed it and now it shows STEAM_0:0:XXXX::131071 (I assumed it was 0, change it to 1 if otherwise)

perhaps your STEAMID is not STEAM_0:0:XXXX

could be STEAM_0:1:XXXX

make sure you have the full STEAMID copy/pasted from the DoD console
