Need help setting up cs 1.6 server

Hello,

I'm a new CS 1.6 server admin and need help configuring the following.
Set user money to 16000 on spawn
Slay losers when they dont defuse (bomb explodes) or don't plant the bomb
set a voice countdown when bomb down to 10 seconds
Have messages that explain server rules like no spawn camping or must defuse to win.

I've downloaded plugins from connor mcleod i found online for Min_spawn_money and loserteam_slay and they are not working even after restart of server even when the plugin shows running.
