what exactly do i need to do to change my players from 20 to 16?

You would need to follow the directions on the Description page of the control panel.

from description page in control panel:
If you wish to change the server, you will need to follow these steps.

1. Submit a fake order from the Price/order page using a random identifier, and ignore the email reply it gives you (do not click the paypal link in it).
2. Send us a separate email notification of your desire to upgrade after you have ordered the dummy server. If you do not send us the reminder, we will not know that you want to upgrade your server.
3. We will then email you a special paypal link for modifying the server.
- 1. Sign up for that link
  2. Then, cancel your old subscription in paypal so that you don't get double-charged.

After the steps are complete, we will make the changes to your server. Normally this will be within a day.
