Wierd login issue Ubuntu 14.04

So.. I have this weird login issue where I'm trying to login via ssh/VNC and keep getting Access Denied, even though I'm putting in the right password, yes I'm sure. Even when inside the terminal and I attempt to su to another user I'll get *Authentication denied.

I submitted a ticket to support, and directing me to reset admin password through Grub.. which I did, still having this issue. It's like I can login fine then I decide to logout and when I try to login I get this issue. The funny thing is sometimes if I wait an hour or sometime after attempted failed login I can login. It would seem like a lockout for a certain amount of time. Oh and I have reinstalled the OS several times. This has been going on for two days.

Your first step should be to look at the system log. It should give solid clues as to why the login might be failing. What does it say when it sees your login attempt?
