Server Manager Won't open

Server Manager Won't open

I was trying to install .Net Framework 3.5 then once doing that and restarting the computer Server manager isn't wanting to run every time I click it, takes a a few seconds and loads the notings happend same thing happens from the windows power shell I really have no clue why this is happening??
