tiworker.exe taking too much CPU

tiworker.exe seems to be taking far too much CPU, sometimes up to 50%. Some research suggests this is part of windows update and there may be an MS fix for it, but does it need to be on my VM or the server itself?

Did you recently apply updates? Sometimes updates will cause elevated CPU usage from certain system processes for a period of time after they are initially applied.
